<h2>I want to utilize my Enfield experience to be your fighter in Hartford!</h2><h4>Years ago, Tom played quarterback at the College of the Holy Cross and briefly played professional football.</h4><h4>From there, he graduated from The University of Connecticut School of Law. Tom likes to say that law school was a fundamental experience for him because it's where you go to learn about your rights in society.</h4><h4>He got married to his wife Marilyn right after college, and they started a family in Enfield having two daughters.</h4><h4>As a young lawyer, he became an advocate for criminal justice reform. This stemmed from his work as a Connecticut Parole Officer while in law school. It's why he became a Criminal Justice Planner, a Director of a Criminal Justice Coordinating Committee and an Assistant Professor at Holyoke Community College teaching about criminal justice and juvenile delinquency.</h4><h4>With White Collar Crime being commonly ignored, Tom worked alongside the FBI on complex financial and real estate investigations. This resulted in Tom receiving a Certificate of Appreciation from former FBI Director Robert Mueller.</h4><h4>Farming runs deep in Tom's family, and that is why he is a lifetime member of Hartford County Farm Bureau and Connecticut Farm Bureau.</h4><h4>He's had a lot of fun along the way to include being a private pilot and a member of the Aircraft Owners and Pilots Association (AOPA).</h4><h4>A Democrat for over 50 years, Tom previously served as Chairman of the Enfield Democratic Party and a member on the Connecticut Democrat State Central Committee.</h4><h4><span style="color: var(--color-text); text-decoration-color: var(--color-text);">Now Tom wants to take his unique background and passion for Enfield to be your fighter and advocate at the State Capitol in Hartford.</span></h4><h4><span style="color: var(--color-text); text-decoration-color: var(--color-text);"><em>By self-funding his campaign, Tom is not taking donations or public funds. <p><strong>Tom has devoted his life to service for Enfield.</strong> Along with his brother Russ, Tom founded Tyler &amp; Tyler in 1978. Located in Thompsonville, Tyler &amp; Tyler has helped hundreds of clients focusing on Real Estate, Wills and Probate law. While in private practice, Tom served as Enfield Town Attorney and legal counsel to the Enfield Housing Authority and Enfield Fire District #1. He also was the founding general counsel for the North Central Health District and has served multiple terms on the Enfield Board of Assessment Appeals.</p>

<p>State Representative and Deputy Mayor John Santanella's lawsuit to kick Tom Tyler off the August 11 primary ballot was dealt a minor blow yesterday when Judge Rosen continued the case to Wednesday, July 8th to receive evidence before deciding whether relief should be granted or denied.</p><span class="image image-framed image-left image-tilt-left" style="width: 40%;"><span class="image-inner-wrapper"><img src="https://run.imgix.net/6705eab6-2f40-4d83-899e-ba320d60f5de/801d1799-70fb-4d3b-a783-c9cd89ec1bb7/801d1799-70fb-4d3b-a783-c9cd89ec1bb7.jpg?ixlib=js-3.8.0&amp;bri=0&amp;con=0&amp;sat=0&amp;high=0&amp;shad=0&amp;usm=0&amp;rect=0%2C0%2C3024%2C4032&amp;w=1500" alt="" caption="" align="left" alignwidth="40" tiltdirection="left" variant="framed"></span><span class="caption" style="display: none;"></span></span><p>Santanella's claims are that Democrat Registrar (Beth Jerez) gave petition sheets to Tom Tyler's Campaign four days early. Santanella claims Beth's alleged mistake was based upon erroneous statutory interpretation by Connecticut Secretary of State (Stephanie Thomas), CT Election Enforcement Commission and Enfield Town Clerk (Sheila Bailey). Because Santanella says they made mistakes in giving out petition sheets four days early that Tom Tyler, who simply followed the law and was not blamed for any wrongdoing whatsoever, must be penalized for the alleged errors of others.</p><p>Of course the real tragedy would be the disenfranchisement of hundreds of Democratic Party voters in the 58th district. For those reasons Deputy Mayor and Representative John Santanella asked Judge Rosen to order the Town Clerk to remove Tom's name from the August 11th ballot and stop printing primary ballots immediately. Santanella also wants Judge Rosen to order the Town, presumably through Beth or Sheila, to pay for Santanella’s attorney fees and court costs in suing two town employees for simply doing their duty according to law.</p><p><strong>Stay tuned.</strong></p>

<h4>Santanella Lawsuit Dealt Minor Blow </h4>

<p>The message is simple: Stop The Sewage Spills. Elect Tom Tyler.</p><p>Today, Daniel Jackson of MassLive published an article about Tom's effort to clean up the Connecticut River on environmental and public safety grounds. Tom is calling for more local, state and federal coordination across party lines to make the Connecticut River safe for all of us. <h4>MassLive Cover's Tom's Efforts To Clean Up The Connecticut River</h4>

<p><span style="color: var(--color-text); text-decoration-color: var(--color-text);"><strong style="color: var(--color-text); text-decoration-color: var(--color-text);">Virtually every time it rains, a significant amount of raw sewage heads our way down the river from a sewage treatment plant in Massachusetts. This needs to stop on both public safety and environmental grounds. Little if any coordination has occurred within Connecticut state government about this. Tom will take the fight to Hartford to clean up the river.</strong></span></p>

<h2>Sewage In The Connecticut River</h2>

<p>Yesterday, John Santanella filed legal action in Connecticut Superior Court trying to kick Tom Tyler off the ballot and trying to disenfranchise all those Democratic Party voters who signed his ballot petition. This is an authoritarian power grab common in places like North Korea and Iran, and it’s Anti-American. Instead of addressing important environmental public safety issues, such as all of the raw sewage continuously being dumped into the Connecticut River, Santanella is trying to lawyer his way out of having an election opponent. What is Santanella afraid of if he is trying to stop the democratic process and your fundamental right to vote? It’s rich that Santanella sued Tom himself because Tom and his campaign simply followed the instructions and guidance that they were given in order to petition Tom onto the ballot. The Enfield Town Attorney will now have to defend the Enfield Town Clerk in this legal action, and this will surely cost the taxpayers of Enfield a great deal of money in legal fees. But Santanella is fine with fleecing the Enfield taxpayers in this manner because all he cares about is using his authoritarian and anti-democratic tactics in a desperate attempt to stay in office.</p><p>But don’t worry. Tom stands up to bullies, and he will fight Santanella on this. By doing so, Tom will protect your fundamental right to vote and the right for free and fair elections. Elections should be about which candidate is best suited to improve the condition of people’s lives, and we will win in court in order to get back to talking about the important issues facing Enfield, something Santanalla is simply too scared to talk about. The choice is clear. John Santanella is the undemocratic Democrat, and Tom Tyler is the Democrat fighter Enfield needs in Hartford. Stay tuned.</p>

<h4>Tom Signs Connecticut For All Pledge, Commits To Fighting For Working Families</h4>

<p><span style="color: var(--color-text); text-decoration-color: var(--color-text);"><strong style="color: var(--color-text); text-decoration-color: var(--color-text);">Enfield is being shortchanged with state funding for education. Factoring in inflation, the state cut education funding to towns since 2019 by about $400 million. This has resulted in Enfield raising property taxes and decreasing services for education. Tom wants to index state education funding on the inflation rate so that to guarantee a continious increase in funding for education for Enfield.</strong></span></p>

<h2>Increased Education State Funding</h2>

<p>Yesterday, the Connecticut Supreme Court, via a rare ruling directly from the bench, placed Tom back on the ballot for a Democratic Primary in the 58th District.</p><p>As Tom said to the Hartford Courant yesterday, “I’m happy. I’m relieved. It’s a nice win, but I’m sad for the town of Enfield electors and voters because we shouldn’t have been put through all these shenanigans.”</p><p>Tom is happy that this ruling vindicated Enfield Democratic Registrar of Voter Beth Jerez and Enfield Town Clerk Shelia Bailey. Both are great public administrators who should not have been given a bad ruling for simply doing their jobs. <p>Local Enfield Attorney Tom Tyler announced today that he has obtained the necessary signatures to run in the Democratic primary against incumbent State Representative John Santanella in District 58.</p><p>“I look forward to a robust debate about the quality-of-life issues facing Enfield,” said Tyler. “Our river is polluted with raw sewage from Massachusetts virtually every time it rains. Unfunded mandates and lack of State funding for education are driving up local property taxes. Additionally, the State isn’t doing enough to lower electric rates. The message is simple:<strong><u> Stop The Sewage Spills.</u></strong><u> </u>Virtually every time it rains, hundreds of thousands of gallons of raw sewage gets dumped into the Connecticut River from a sewage treatment plant in Western Massachusetts. This is a significant public safety and environmental issue. Yet, little has been done by Connecticut officials to solve the problem. That will change when Tom gets elected as the State Representative in the 58th District.</p>

<h4>Tyler For Enfield Campaign Billboard Goes Up</h4>

<p>Recently Santanella Campaign Operatives have been spreading false reports mischaracterizing Tom Tyler’s dedicated service to taxpayers while on Enfield’s Board of Assessment Appeals (“BAA”). <strong>To set the record straight this is what really happened</strong>:</p><p>During the <strong>2021 revaluation</strong>,<strong> town administrators (including John Santanella) acted through Tax Assessor, Todd Helems</strong>, <strong>artificially inflating the Grand List</strong> three ways:</p><p>1.&nbsp;&nbsp;&nbsp;&nbsp; <strong>Boosted real estate values by unacceptable means to increase tax revenue without jacking up the mill rate</strong>. That way the town rakes-in more money without raising the mill rate. Also, the town appears to embrace fiscal austerity while actually squeezing more in taxes from unwary property owners.</p><p>2.&nbsp;&nbsp;&nbsp;&nbsp; <strong>Shifted the tax burden from business &amp; industry to residential homeowners by excessively valuing residential real estate</strong>. In many instances, condition of homes was upgraded (say from “fair” to “good”) without any improvements whatsoever having been made next the age of homes was decreased in order to increase values based upon it now being a younger home - worth more money. The BAA called it the <strong>“fountain of youth” formula</strong>. For example, a home built in 1980 was arbitrarily valued as though it was built years later, say in 1990. These false assumptions unfairly increased the tax burden on taxpaying homeowners.</p><p>3.&nbsp;&nbsp;&nbsp;&nbsp; <strong>Declared war on farmers</strong> (by arbitrarily disqualifying farms PA 490 Farm status) <strong>and Non profits </strong>like <strong>Mount Carmel, The Moose Club, Goodwill Industries</strong> and many others (by unjustifiably stripping them of tax exempt status). These Tax&nbsp; orders were not supported by fact. However, it created a brand new universe of taxable property, deceptively adding tax revenues without upping the mill rate.</p><p>Soon after the public outroar over those outrageous Tax Assessor’s decisions, Tom Tyler was unanimously appointed by the Town Council to the BAA and became its Chairman. The BAA is a quasi-judicial board where aggrieved taxpayers received a fair, impartial hearing, thoughtful deliberation and just and equitable decisions, such as the following:</p><p>1.&nbsp;&nbsp;&nbsp;&nbsp; <strong>BAA recognized and provided relief to taxpayers</strong> <strong>harmed by arbitrary and artificial increases to their real estate and/or personal properties</strong>.</p><p>2.&nbsp;&nbsp;&nbsp;&nbsp; <strong>BAA ordered the Tax Assessor to restore residential properties to actual quality characterizations</strong> (back from “good” to “fair” etc.) <strong>and correct the age of homes to when actually built</strong> (say, from “1990” back to “1980”). <strong>The BAA restored real estate values to where they should have been - putting fair market value back where it belonged reducing property owners tax liability.</strong></p><p>3.&nbsp;&nbsp;&nbsp;&nbsp; <strong>BAA ended the town’s war on farmers</strong> <strong>by ordering PA 490 Farm Preservation status restored (Confirm with any farmer)</strong>; and, <strong>BAA ordered tax exempt status be restored to Mount Carmel (confirm with Carl Sferrazza or Frankie “son of Tony” Troiano), Moose Club (confirm with Ken Kaufman), Goodwill Industries and other Non Profits arbitrarily stripped of tax exempt status</strong>).</p><p><strong>Santanella and his operatives are entitled to opinions – Santanella is not entitled to rewrite history by false, misleading statements to smear Tom Tyler’s Campaign. </strong></p>

<p>As a result of the Dobbs Decision (U.S. Supreme Court) in 2022, for virtually all intent and purposes, reproductive health issues are left up to the states to decide. This means that state legislatures are now the firewall protecting women’s reproductive rights. Founded in the wake of the Dobbs Decision, the Reproductive Rights Caucus is committed to fighting for fundamental healthcare rights and standing to up to protect any doctor, nurse or resident from being intimated when it comes to reproductive healthcare issues.</p><p>Curiously, <strong>John Santanella <u>has not joined</u> the Reproductive Rights Caucus</strong>, which is troubling in and of itself. <strong>Although John has loudly “talked the talk”, in fact, he has “failed to walk the walk” on reproductive rights issues</strong>. This year the stakes are simply too high to not have clarity when it comes to fighting for reproductive rights. Either John Santanella doesn’t recognize that or he hopes that you don’t. Either way, I urge John Santanella to reconsider his refusal to join the Reproductive Rights Caucus and join it NOW, or follow my lead in making the same pledge I have made to join the Reproductive Rights Caucus, if he wins the primary and is reelected in November. Should I win the primary and be elected in November you know that you will have a state representative who will fight for you as a member of the Reproductive Rights Caucus. ME.</p><p></p>
